Group Brainstorming and Discussion
The full group will use an iterative process to brainstorm and list issues in five primary areas of focus, as well as recommendations for addressing those concerns. The group will then discuss the brainstormed list one by one, group like items, and discuss similarities and differences between individual perspectives. The group will work towards consensus where possible. The five focus questions relate to the project's objectives:

  • Review AFDO Vision for an Integrated Food System
  • Gaps in the current food safety system and recommendations for changes
  • Constraints in current law, policy, and practice and recommendations for changes
  • Opportunities for better government collaboration
  • Funding models and recommendations

Goals and Objectives

The goals of this workshop are to examine the current activities and roles of state and local health departments in food safety inspection and regulation, and to develop recommendations to enhance these roles in a national, integrated food safety system. A previous workshop focused on issues of foodborne illness surveillance and outbreak response.

Participants in this workshoip will review provided materials and engage in a groupwide brainstorming session and discussion, towards coming up with answers and recommendations for the following five project objectives:

  • Formulate and express a modern vision of the role of state and local government in an integrated, prevention-oriented food safety system;
  • Identify gaps or constraints in current law, policy and practice at the federal, state and local levels that inhibit fulfillment of that vision;
  • Recommend changes in law, policy, and practice that are needed to enhance the effectiveness of state and local agencies in addressing food safety problems at the local, state and national level;
  • Identify specific opportunities to improve collaboration among state, local, and federal agencies; and
  • Describe current funding patterns and resource needs at the state and local level.

Collaboration

This is the second of two workshops convened as part of the project on Enhancing State and Local Roles in Food Safety, funded by the Robert Wood Johnson Foundation. It was convened by the Association of Food and Drug Officials (AFDO), with the involvement of project collaborators at the The George Washington University, the Association of State and Territorial Health Officials (ASTHO), the National Association of County & City Health Officials (NACCHO), and the UF Emerging Pathogens Institute.
